A proposal requiring Colorado utilities to use more renewable energy, including smaller-scale solar projects, is headed toward passage at the Capitol. The Senate passed the Democratic bill in a 21-13 party-line vote Friday, sending it back to the House. The bill, backed by Gov. Bill Ritter, is expected to win final approval there.
