CEDAR RAPIDS — Alliant Energy customers will see higher energy bills this month. Alliant is asking state regulators for a nearly 14-percent rate hike. That will generate an extra $163 million to pay for a new wind farm and upgrades to its transmission grid to handle renewable power.
